ABOUT PROPERTY MANAGEMENT

The Property Management team is responsible for operating and maintaining our beautiful communities, but beyond that, they are relationship builders and the heart and soul of MidPen. PAY RANGE

$29.33 - $35.10 Hourly - Pay based on applicable experience and qualifications

POSITION OVERVIEW

This position will report to the Associate Director of Property Operations for MidPen Housing. This position plays a key role in ensuring MidPen properties are financially healthy and operate both effectively and efficiently by overseeing key aspects of day-to-day operations across a portfolio of MidPen properties. Working closely with on-site Community Managers, the Operations Specialist works to help MidPen sustain a low vacancy rate and a low delinquency rate and to achieve other measures of success for the Property Management team.

ESSENTIAL DUTIES

  • Manage processes which sustain a low vacancy rate across assigned properties
    • Updates property waiting lists and support data entry of applications from open waiting list periods if needed
    • Collaborates with external partners to ensure they provide referrals in a timely way for upcoming vacancies
    • Schedules intakes for upcoming vacancy upon receiving notice to vacate
    • Partners with Community Managers to ensure properties have a healthy applicant pool for all vacancies
    • Supports the efficient processing of new resident applications, including reviewing files before submission to ensure they meet all compliance requirements
    • Processes, tracks and follow up on all verifications and calculations
    • Guides new residents through the application, eligibility, and move-in process
    • Helps expedite applications after compliance approval to ensure on-time resident move in

  • Manage processes which sustain a low delinquency rate across assigned properties
    • Posts subsidy payments for households that are eligible for a rent subsidy
    • Work with county Housing Authorities to confirm rent increases for households that show a debit or credit balance on their subsidy ledger
    • Makes adjustments to reflect the correct rent and/or subsidy if errors are identified
    • Ensures that the delinquency policy is followed, including notifications and submissions of households for legal action once delinquent balances exceed policy thresholds
    • Processes write-offs in accordance with our internal policies and clean up ledgers to remove balances that are written off for former households or as part of repayment agreements
    • Manages other reporting and corrective actions that are needed to ensure all properties stay on target with tenant receivables, collections, and delinquency

  • Serve as an expert on key Property Management processes
    • Creates reports to monitor and analyze occupancy and delinquency trends or challenges
    • Streamline processes for opening a waiting list in partnership with the Community Manager and Compliance Specialist
    • Have regular meetings with Community Managers for actionable items
    • Participates in the onboarding of new Community Managers for assigned properties to ensure a strong understanding of measures of success and roles and responsibilities
    • Makes recommendation for process improvement to the Associate Director of Property Operations

  • Provide flex on-site or off-site support to Property Management teams as needed
    • Fills in during capacity gaps and property onboarding
    • Augments on-site teams during high-demand times
    • Provides temporary coverage for leaves and vacations
  • Performs other duties as requested

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.

Education and Experience

  • High School Diploma or GED and two (2) or more years of Property Management experience and/or training, or an equivalent combination of education and relevant experience
  • Two (2) or more years of multi-family residential management experience or minimum two (2) or more years of Affordable Housing experience
  • Tax Credit Specialist or Certified Occupancy Specialist certified

Knowledge, Skills, and Abilities

  • Commitment to the Mission and Values of MidPen Services and MidPen Housing
  • Strong analytical skills, with the ability to gather, interpret, and evaluate complex information from various sources
  • Strong problem-solving skills, with the ability to anticipate challenges and identify opportunities and to generate and implement practical solutions
  • Ability to organize, prioritize tasks, manage time effectively, and meet deadlines in a fast-paced and dynamic environment
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Ability to write business professional reports and correspondence, e.g. letters to tenants
  • Ability to take direction and follow through to achieve measurable results
  • Current knowledge and certification of Fair Housing laws
  • Demonstrated competence with one or more established property management software platforms such as MRI, Yardi, Boston Post or Real Page. Experience with RealPage preferred.
  • Demonstrated competence with Microsoft Word, Excel, Outlook
  • Must possess a valid California Driver’s License, auto insurance, and reliable transportation
