ABOUT PROPERTY MANAGEMENT

The Property Management team is responsible for operating and maintaining our beautiful communities, but beyond that, they are relationship builders and the heart and soul of MidPen. Rooted in our ICARE values (Integrity, Collaboration, Accountability, Respect, and Excellence), and our Guiding Principles of diversity, equity, inclusion, and belonging, Property Management works closely with our residents, our community partners, and their fellow MidPenners, including close collaboration with our Resident Services team.

PAY RANGE

$82,000 - $103,000 Annual Salary- Pay based on applicable experience and qualifications

POSITION OVERVIEW

The Facilities Construction Coordinator works closely with Property Managers, Contract Manager, Asset, Area Maintenance Leads, Community Managers, and other areas as required.

ESSENTIAL DUTIES

  • Directs and monitors capital and construction rehabilitation projects from start to completion (this includes day-to-day operations, resident relations, process invoicing, punch lists, permits, city inspections, contractor contract and insurance compliance, etc.)
  • Prepares, solicits, and reviews bids for proposals for capital improvement, rehabilitation projects, and/or any special projects relating to any major equipment repairs or replacement
  • Prepares a scope of work and assists the Contract Manager in drafting agreement(s) for construction related projects
  • Ensures all contracts are logged and monitored in the Capital Tracker (CT)
  • Reviews and approves capital improvement related invoices
  • Ensures lien releases and other required documents are in place prior to doing so and assures vendors’ invoices are tracked in the CT and coded for processing all Construction Management fees
  • Conducts meetings with contractors, subcontractors, and architects (as applicable) for any rehabilitation construction process
  • Reviews and approves plans, specifications and designs, and recommends actions; monitors schedule(s), milestones, and technical and safety requirements
  • Ensures project documentation is maintained, inspects work, and reviews change order requests
  • Participates in properties’ budgeting process, obtains bids for budgeting purposes and advises on the property’s Long Term Capital Plan (LTCP)
  • Prepare and issue Request for Proposal (RFP) to engage qualified consultants and/or bidders
  • Works closely with MidPen’s internal partners in ensuring projects are completed as planned and within the established budget parameters
  • Responsible for all insurance construction projects as assigned from start to completion
  • Directs and coordinates a bid walk with an insurance adjuster and contractors
  • Provides guidance to Property Management staff.
  • Mentors and advises the other maintenance staff in all construction and capital improvement related matters
  • Manages emergency construction projects and any major system or equipment failures that require the facilities construction coordinator’s expertise and skills
  • Assist in expanding MidPen’s pool of qualified vendors
  • Monitors current vendors on projects he/she is working on to verify they maintain contractual requirements and provide quality work/services
  • Encourages the participation of WBE and MBE contractor bid participation
  • Performs other assignments as requested

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.

Education and Experience

  • High school diploma required
  • Associate degree or bachelor’s degree in a construction related area of expertise is preferred
  • Journey level experience in one of the four major trades: carpentry, electrical, plumbing, or HVAC
  • Requires 3 years of previous experience managing multi-family capital projects
  • Affordable housing experience a plus

Knowledge, Skills, and Abilities

  • Excellent verbal and written communication skills
  • Good teamwork and management skills
  • Ability to anticipate maintenance issues, plan preventative measures and to train others in high quality standards and procedures
  • Strong organization and administrative skills (ability to organize, maintain, and track construction document paper flow)
  • Familiarity with construction documents: RFI, RFP, PCOR, CO Plan Logs, etc. is a plus
  • Proficiency in Microsoft Office Software, including Excel, and Word
  • Familiarity with Cal OSHA regulation
  • Demonstrated ability to provide a high level of customer service by effectively communicating with vendors, contractors, and MidPen internal partners
  • Must possess a valid California Driver’s License, proof of current auto insurance, and reliable transportation

Physical Requirements

  • This position is considered moderately to highly physical and requires a lot of standing, bending, lifting and walking
  • Able to stoop, kneel, carry, push and pull, ascend/descend stairs, climb on ladders, climb on roofs, and crawl in confined spaces on a regular basis
  • The ability to lift and carry up to 50 pounds on a regular basis
